I have the honor to forward herewith two copies of a communications (one being intended for Hd Qrs Asst Comr BR&c, State of Va) which as Military Commissioner I have deemed it expedient to address to each and all of the Civil Authorities of my Division, A lack of due appreciation of the exigencies of he times in my judgement called for some such action; and I trust it may have the desired effect to ally uncertainty, reconcile conflicting beliefs and establish that uniformity of action on all sides which just now is so greatly to be desired.
