BUREAU OF REFUGEES, FREEDMEN AND ABANDONED LANDS,
Head Quarters Assistant Sub-Assistant Commissioner,
4th DIVISION - FRANKLIN COUNTY -,
7th Sub-District, State of Virginia,
Rocky-Mount, Va., September 18th, 1867.

Bvt. Brig. Genl. O. Brown.
Asst. Comr.
General,
I have the honor to report that I yesterday, as Military Comr., bound over "John Peter Crum", White, in the sum of $250.00, with his father, "Berry Crum", as surety for a like amount, to keep the peace for one year, towards "Lewis Houseman", Colored, in particular, and all the other citizens of my Division, in general.
The circumstances are as follows. Plaintiff works on contract for the elder Crum. On the 10 inst the latter accused the former of neglecting his work, whereupon he attempted to leave, and was taken hold of by Crum to restrain him. On this, the Son, who is a deaf mute, coming up inflicted a cut on the freedman of about five inches in length, on the side of the neck, under the left ear, in the region of the jugular.
