HEAD QUARTERS 7th SUB-DISTRICT of VIRGINIA Bureau of Freedmen, and Abandoned Lands. LYNCHBURG, VA, September 30th 1867 Bvt. Brig Genl O. Brown Assistant Commissioner State of Virginia General I have the honor to report in compliance with Circular No. 5 that I have visited during this Quarter all the divisions of my sub District. The labors of the Registry and Military Commissioners here occupied nearly to the exclusion of other duties the time of each officer. Between the absorbing questions of politics and care of crops, but little interest is evinced by either whites or blacks in school temperance or other Bureau Matters. I found no schools in operation nor likely to open before 1st of October it being vacation for the northern teachers while the colored people as far as I conversed with them were desirous of housing their crops before organizing for schools or employment of native teachers.
