occupied and confined at Danville since assignments in discharging duties at Registering office and in listening to complaints of colored people. He is the only officer in the sub-district unacquainted with the duties pertaining to the adjutant generals department as regards proper use of records and official papers and his books and papers therefore do not show as those of other officers. Yet I was pleased with his apparent ability to faithfully discharge his duties as Bureau officer and think he will give satisfaction as such.
With no schools in operation but the small one at Pittsylvania C.Y. and the freedmen absorbed by their crops there is little to report from [[best guess]] his said division [[best guess/]]
with Lieutenant's Fernald and D. Knight I found all Bureau matter extremely quiet. No complaints hardly ever reaching them. No school in operation and all engaged with crops and in preparation for the ensuing year I find little room for comment. Both officers have their records and papers in good condition and are fully competent for the discharge of their respective duties.
