BUREAU REFUGEES, F. & A. LANDS,
Office, First Division, Seventh Sub-District,
Lynchburg, Va., Novr 9th 1867

Bvt. Brig. Genl O Brown
Asst. Commr. Dist. of Va.

General
I have the honor to report, that on the 25th of October Jos Payne cold, reported that he had been beaten & discharged by his employer Geo Hayne of Campbell Co, because he voted the Radical ticket.

It appeared in evidence before me, that Hayne had been a deserter from the Confederate service & that he took umbrage at some indirect remark in relation thereto - Hence the beating - which was sustained by the evidence, as being without cause or provocation.

I gave a judgement in the case for services to date rations for the year - & awarded Joseph ($20) Twenty dolls private damages, & upon payment in full discharged the accused

Very Respectfully
Your obt Svt
