convict colored men - The colored men and their friends however have a majority in the County, and if they had the reins of power in their hands, could fully protect themselves. There are not dependents on the Bureau in this county.

The Schools Nine (9) in number are in good condition, and well attended, and no difficulty has come to my knowledge as having been placed in the way of the colored children's attendance.

The affairs of this county are good and well taken care of in all cases except in some cases of apparent injustice by the Courts, of which a special report will be made as soon as injustice in any case can be fully proved.

3d Div. Loudoun Co. Va. Bvt. Capt. S.B. Smith V.R.C. A.S.A Com'r - The freed people are in general doing very well, and there is but little cause of complaint. There is considerable feeling against them for the manner in which they voted at the late election but as the county is very nearly evenly divided in sentiment it tends to equalize and correct any tendency towards abuse or injustice, and justice is secured to the freed people almost universally. There are no dependents on the Bureau in this county, the friends of the parties supporting them. The Schools are well attended and everything is being done that can be for their advancement.
