present constituted is too much for the charge of one man, I would recommend that Prince William Co. be taken from that division and added to Fairfax Co. as part of the 2nd Division Lt. W.S. Chase in charge.

Mr. Morse a teacher of the freedmens school at Warrenton was arrested for carrying concealed weapons while every boy in the country almost carries a revolver. I spoke to some of the members of the Warrenton bar, on the subject, stating to them that I knew a majority of the inhabitants of Fauquier Co. carried arms and I thought if Mr. Morse was punished, it would show hostility to Mr. Morse because he was a northern man and it would be so considered by me, the case was tried yesterday and he was released on payment of the costs and his revolver returned to him, my opinion is that this was caused by a fear of the case being taken up by the Military authorities and not for love of justice to any Yankee. I would respectfully recommend that a few soldiers be sent to Warrenton under command of the officer in that county, their presence would have a moral effect on the community as the old rebellions spirit is cropping out strongly since the Northern elections, and it needs a tight rein and constant watchfulness to convince them that Union men and the "Freedpeople" have as much right to live in Virginia as a Rebel.
