any county in Virginia, that they have a bitter hatred for all northern people and negroes that do not act and think and cater to their whims and prejudices. if troops cannot be sent to that district to afford moral support to the officer in charge representing the authority of the United States, I would recommend that the officer at present on duty in that Co. be withdrawn and the people be left to govern themselves as best as they can. I am satisfied in my own mind that the presence of troops and a discreet officer is the only thing that can protect the Union men and colored people, as they are at present afraid of being discharged or driven out of the county. 

I am sorry to say that since the Northern elections the old rebellious spirit has shown itself in several instances all over this Sub-District in places where I had thought it completely eradicated.

As Military Commissioner of Alexandria Co. Va. I have ample power to counteract any such influence in that county, and shall not fail to do so.
