States that owing to the great amount of destitution in this city it will be impossible for the corporation to attempt to supply any but old residents of the city the wood now on hand will not last the Overseers of the Poor through the winter unless very economically distributed, objects to the course taken by some papers and individuals to prevent the colored people from seeking homes in the rural districts and thus relieving the city of a great burden.

Respectfully forwarded for the information of the Asst. Comr. of Va. I am of the same opinion as the Mayor that there is more destitution in the city than ever before the Mayor and Overseers of the Poor are doing all they can to relieve the suffering and investigate all the cases that arise. The Soup house is open daily and is doing a great deal of good. I agree with him in the necessity of providing homes for these people in the country, but the class of people most destitute are women with families of children which people in the country do not want. It is difficult to decide what it is best to do under the circumstances.
