I have the honor to make the following report upon the employees, and public animals in the 1st District.

Of the two clerks, now remaining at Norfolk, one is necessary temporarily to close up the census returns and the other permanently.

Mr. Turchie should be retained if the Wise Farm is retained. Though called "overseer" his duties in connection with the Bureau are more general than that title specifies.

The Blacksmith, Owen Smith, is useful and should be retained, he also attends to the office buildings, is a sort of man of all work.

Of the four teamsters, the one who drives the small pox ambulance at Portsmouth, cannot be dispensed with until the present care of the Bureau with reference to that disease is discontinued. The three others not only haul rations to Wise Farm, and forage from thence to Norfolk, but do work on the farm. As long as the farm is kept, and the Old Folks Home also kept there these men are necessary. Another Teamster, John Smith, not on the Form No. 2. for December 1866, is necessarily occupied driving ambulances and teaming for the two hospitals at Norfolk.

There are twelve (12) public horses in the District, of which three belong to the Qr. Mr. Dept. and the remainder to the Bureau. They are in use as follows— one for Superintendent, one for Assistant Superintendent at Suffolk, Va., One for
