of affairs at Harper's Ferry is in no wise attributable to any want of energy or ability on the part of Lieut. G.F. Higgs in charge of the Sub District the Asst. Supt.  stationed there.  On the contrary he is one of the best officers in the State.  Neither does the trouble extend to Martinsburg, Charleston or other towns in the Sub District, but it is confined to Harpers Ferry and vicinity and arises, from the reasons previously mentioned viz - local anarchy and a bad white population
