Major: - On the 8th inst. I returned a communication to your office, written by Robt. Morris Copeland, in reference to transportation for certain colored people of this place, desirous of going to Fair Haven, Vermont.  The paper was referred to me, to know if the parties were unable to pay their own passage, and returned because their names were not given.  Since then the enclosed communication was handed to me, and I have been informed of the names of the parties.  The names are Martha Washington and Frederick Smith.  These persons are entirely too poor to pay their own passage, and William Gibbons is too poor to advance the money.  They desire transportation.  There was a third one, but she is now sick, and will be unable to go.
