General:
I have the honor to inform you that the Normal & High School in process of creation in this city, has this day received a charter of incorporation from the Circuit Court in accordance with the Laws of Virginia. The name of the company is "The Educational Association of Richmond", and the object for which it is formed "to conduct a High and Normal School in the City of Richmond and State of Virginia"  The organization of the Company is as follows:  
R. M. Manly President, with the following Directors viz:  Andrew Washburn, Samuel Ruth  Joseph E. Farrar, Richard Forester , Crammond Kennedy, Francis Geo. Shaw, Nathan Bishop, J. M. McKinn.
I respectfully request Six Thousand Dollars ($6000) be appropriated to this institution and paid to the subscriber, as
