General.

In obedience to Circular No. 5. C.S. dated Bureau R.F.& A.L. Richmond, Va. March, 20, 1867, and Letter of Instructions of June 1, 1866. I have the honor to submit the following report of an inspection just completed by me of the 4th Sub Dist. Va. This report has been delayed beyond the time called for owing to the duties devaloring upon me as Registering Officer of Orange County. It has however been made at the earliest practiable moment and the result of which is as follows 1st The condition of the freedpeople throughout 4th Sub District is similar. But few own lands and many are barely able to support themselves and families by continuous hard labor. The whites as a rule profess a desire to see them do well but there are instances when it would seem that the wished for well doing is not intended to extend to any welfare of the freedpeople, disconnected with the material prosperity of themselves. While the majority are willing to deal with them in fairness and sincerity, others would oppress
