and defraud them were they permitted. 

2d It is claimed that justice will be given them by the Civil Authorities; and Magistrates with whom I have conversed have uniformly expressed an intention  to abide by the laws, and give to the freedpeople its protection, but so many instances have occurred when little or no heed has been paid to outrages perpetrated upon the freedpeople, it is doubtful that full and complete justice will be given by the Civil Courts when they are interested against the Whites. This is especially so in the lower Courts.

3d The Register in Marriages in some of the Counties are completed. They have been delayed, in a measure, by reason of Bureau Officers having been appointed Registering Officers. Full explanations of the objects of this register have been made, and when completed they will be  
comprehensive.

4th I find that it is the intention of the County Authorities to provide for their own poor & helpless.
In some of the Counties this provision is fully made; in others preparation is being made and has only been delayed by the impoverished condition of the people. And in some instances must be continued by the Bureau to prevent suffering and distress.

5th These are no freedmen who are able and desire to work that cannot find steady employment.
Great improvement has been made in the labor question
