they are aware of the present laws respecting their rights as votees. A change has come over the people within the past few months and I believe in most instances the sentiment of them is to accept in good faith the recent plan of reconstruction, at least I hear expressions to that effect almost daily.

The 1st division comprises, Orange & Louisa Cos & is under the charge of Bt. Maj. M. S. Hopkins. 2d. Div. Goochland & Flavanna Cos. Bt. Capt. J F Wilson. 3 Div. Albemarle Co. Lt. A F Higgs. 4th Div. Madison & Green Cos. Capt. IW. Carpenter. 5th Div. Culpeper & Raffahamock Cos. Bt. Capt. W.A. Mac. Nulty. I find in their offices complete files of orders, Circulars and Letters of Instruction and their records are properly and fully kept. In their adminstration I believe there to be just to the freedman and careful to give no unnecessary cause of complaint to there former masters.
There records in the late war are well known, and I can only add that they are faithful and in my opinion worthy of the confidence of their superior officers.
