General
I have the honor to report that Edward Nelson, and William Randolph freedmen, were arrested and brought before me this day, charged with committing a breach of the peace.

The offence was proved as against Nelson who admitted the charge and was fined $2.00 which he paid and was discharged

There being no evidence against Randolph, he was released - The fine imposed on Nelson included Jail fees $1.00
