In compliance with circular No 16th. C.S. from Hd Qrs Asst Com'r, State of Va, dated Richmond, Va, Aug 17th, 1867, I have the honor to report, that arrangements have been made with the proper Civil authorities, for the proper care of all indigent persons, in this Div, (Frederick and Clark Cos) without respect to race or  color, will also report that amount and charicter of the support of Colored paupers, will be the same as received by other paupers.

The following is a list of the indigent Colored people of Frederick County, now in charge of the Bureau, which might be transfered to the Civil authorities of said County, to be taken care of wholey or in part as they may need
