I have the honor in compliance with Circular No 16 Bureau of RF&AL Head Quarters Asst Comr District of Va dated Richmond Va Augt 17th/67 to report the action taken by me in obediance to Par 2 of Genl Order No 51 Hd Qrs 1st Military District dated Richmond Va August 7th 1867
Immediately upon receipt of the last mentioned order I furnished an official copy of the same to the proper Civil Authorities through the mail & saw the Overseers of the Poor & the Superintendent of the Poor farm and informed them what was expected of them by the Genl Comdg 1st Milty Dist.
I have but two paupers to transfer to the Civil Authorities, the names of which are herewith enclosed one being in Hospital at Gordonsville the other being upon the premises of Mr Payne of this County the latter I had transferred to the Poor Farm where she was received and is being properly cared for
I have conferred with the Sheriff of the County Chas. Short and learn from him that there are a large number of delinquent Tithables reported
