upon his returns hence the County is greatley in dept to Mr. Freeman Supt of the Poor farm for advances alreadey made in his private account for the purchase of supplies for the support of the four (4) (cold) & eight (8) White) paupers now at the Poor farm  The Authorities express their willingness to do all in their power though their means are limited for the support of the County poor without reguard to race or color -

I enclose herewith the report of Mr Freeman Supt of the Poor house also that of Mr Jeffries overseer of the Poor - of this County

By means of the Relief Society recently formed by the Colored people of the County togather with the little assistance the county authorities will render I am of the opinion as there are but few paupers in the County that they can be all cared for without father expense to the general Government
