General:

In conformity with the provisions of Circulars Nos. 5 & 7 C.S. I have the honor to report that I have completed the inspection therein called for, and I have to report that, the present condition of affairs in this Sub. District is one of peace and good order.

So far as the feeling and conduct between the two classes is concerned, it is unimportant from my last report.  The colored man is eagerly fitting himself by education for citizenship, and the progress made in this direction is commendable.

Several schools, in addition to those established last winter, will be opened soon, and carried on under the auspices of the freedmen.
