General,

I have the honor to report in Compliance with instructions contained in your Communication of the 5th inst, that the names of the Civil Officers who refused to take cognizance of the case of Albert Brown, Freedman, and their reasons for so refuseing, are as follows.

Mr James Burnsides a county magistrate did not issue the warrant applied for because at the time the application was made he was alone in his Store, (his partner being absent out of town) and could not attend to it on that account, and further, being a new appointee was not acquainted with the business, had not the forms &c he has since resigned his position as a magistrate.

Mr G.F. Miller declined to issue a warrent on the ground that it was properly a case for a Corporation
