religion with them is more of an enthusiasm than a practical Christianity, and honesty and chastity are often wanting even in professers of religion -

2nd - Full and complete justice is given where the laws and evidence are overwhelmingly in favor of the Freedmen, but in the settlement of accounts, and in cases before juries, the leaning of justice is decidedly in favor of the white man. If all checks were removed, full and complete justice would not be given to freedmen.

3d.  The Register of Marriages is completed and in convenient form for reference. The four paragraphs of Cir 11. have been read and explained, in every Church, and where violations exist if any, it is not from ignorance, and two cases of bigamy are reported in this division.

4th  The county authorities provide for colored paupers, as far as practicable. The accommodations are very limited, and with a debt of $5000. incurred during the war, which is yet unpaid, the County authorities find themselves unable to enlarge the accommodations at present -

5th. During the busy season of Spring and harvest the supply of labor, was not equal to the demand, but for the next three months there will be a large surplus. If families could be induced to leave Winchester for the farming districts money more could find employment, chopping or otherwise -

6th  The condition of the Schools already established is excellent; especially one under the auspices of the
