ago - Miller was surprised to find he had been working for $70. per annum, and had signed a Contract to that effect, while he expected he was earning $10- per month, and had something due, when he found on settlement that he was in debt.

The moral condition of the colored people it is to be regretted is still very low, and while the whites are always ready to upbraid and deplore, they with few exceptions are unwilling to aid efforts to elevate the standard of morals among the colored race.

2d.  Until loyal men can be elected as Sheriffs, and that a large majority of the jurors are not disloyal, full and complete justice cannot be expected.

3d.  The Register of Marriages is complete for Augusta County.  Mr Jackson, the Agent in charge complains that the colored people in Highland County are few and scattered, and making such a registry would be a work of time and labor, and being without assistance from Messenger or otherwise, he cannot at present afford the time, from more pressing duties elsewhere - Each of the four paragraphs of Circular 11, 1866, have been read and explained but as in each of the other divisions of the Sub-district the Civil Authorities under no assistance in carrying them out -

4th.  After some trouble and correspondence, with the overseer of the poor in Staunton, the Authorities are now disposed to call for the indigent freedpeople
