General,
   I have the honor to report that the within named petitioner for aid and assistance, Mrs. Susan E Nicholson is a resident of this place.  Up to the first of last February or thereabouts I knew nothing derogatory to her reputation or character, though evil reports had been emulated.  At that time she suddenly and with suspicion left the place for parts unknown. She was absent about three months, when about the 1st of May she as suddenly and unexpectedly returned.  Her whereabouts was not known during her absence.  Everybody believes that she was delivered of a bastard during this absence.  there was an article published in the Petersburg Index and Richmond Papers, probably in May, relative to a woman attempting to destroy an infant while coming from Portsmouth  to Richmond by steamer, not succeeding she again in Petersburg employed a colored woman to leave the child at some-ones door, but instead of doing so the colored
