General:
On the 13th of September, 1866 a letter asking the clemency of the Major General Comdg. in favor Marshall Jones, (colored) in confinement in the Virginia Penitentiary, was referred to you for investigation and report. No report having yet been received, the Major General Comdg. directs that you at once return the papers with report, and explanation why the same has not before been made.
