settlement, that I have from time to time since the close of the War made such collections as I could of the delinquent tax bills for 1861 from all classed, who were assessed that year without respect of persons. The Acts of the Legislature passed the Winter of 60-1 well then for what object the Taxes were laid for the fiscal year 1861, and that as a Ministerial Officer I had no other function to perform, but to collect the bills - that I have lost heavily by paying up the taxes in advance of actual collections; and that it is but an act of plain justice to require those, for whom I thus advanced to reimburse my advances by paying up their sum for which they were assessed.

As well as my memory serves, the levy for 1861 was made at either Augt or Sept Court
