States that it is represented, that at a settlement called "Africa" between Beaver Dam & Negrofoot there are living twenty or thirty families of freedmen in an extreme state of destitution. 

Refers to Miss Ann Rose Page, "Col:" Nelson [[/underlined]] and "Major" Page. Directs an investigation & report be made.
