It is represented to these Hd Quarters that in "Africa" a settlement in Hanover Co, between Beaver Dam Depot and Negro foot — there are from twenty to thirty families of freedmen extremely destitute, in want of food as well as of clothing. Reference is made to Miss Ann Rose Page, "Col." Nelson and "Major" Page, at Oakland, seven miles from Beaver Dam.

You will direct the Asst. Sub Asst. Comr for Hanover Co, to investigate the above statement and report whether the state of destitution above described exists — and what is its cause if, as stated — whether the freedmen can procure labor — and what are their wages, if employed — why the county authorities have not attended to the above cases, or in the failure of the same, why the Asst. Sub Asst. Commissioner
