Staes that the reports of Capt Jno O. O'Neil Asst Supt for the counties of Buchanan, Lee, Russell, Scott, Washington and Wise under Circular No 6 and 10 series 1866 for the month of January 1867 have not been received, Desires that the delay be explained and the reports forwarded as soon as possible.

Respectfully returned to Brvt Brig Genl O. Brown. a.a.a.g. &c with the reports called for enclosed. By reference to my letter transmitting returns for the month of January 1867. it will be seen that Capt O'Neil reported himself unable to make out his returns for that month, on account of sever illness. Upon recovery from his sickness they were made out and forwarded by him at a late date. They have just been enclosed to me from Whytheville.
