General: 
Having made an inspection of this Sub District comprising the Counties of Norfolk, Princess Anne, Nansemond, Isle of Wight and Southampton, pursuant to Circular No 5 CS. Head Quarters Assistant Commissioner State of Virginia, I have the honor to submit the following report. 

General Condition of Bureau Affairs in 1st Sub Dist of Va.

The general condition of Bureau affairs in the Sub District is good. The Freedpeople with a few exceptions (confined principally to the Cities of Norfolk and Portsmouth) are supporting themselves or are supported, when indigent, by the Civil Authorities without assistance from the Government, and with the aid of the Bureau and Benevolent Associations in the North are striving to educate and improve themselves and their children in order that they may be able to exercise intelligently the right of Suffrage, lately conferred upon them by the action of the National Legislature. 

The following items pertaining to the several Divisions will show more in detail the condition of the Freedmen and the capacity of the Officers in charge. Owing to an insufficient supply of suitable blank books the Office records of the several Divisions are, as will be seen, generally incomplete
