1st The general condition of the Freedmen is good.
 
2nd Heretofore justice has not been impartially administrated where blacks were interested against whites, but since the passage of the Reconstruction Act, there has been more of a disposition to do justice in such cases -. 

3rd The Marriage Register is nearly complete. The four paragraphs of Circular 11. faithfully carried out _. 

4th Full provisions have been made for all paupers who belonged to the County before the War. The means for so doing, ample. There is a good poor house but the number of paupers is very small.

5th The supply of labor is less than the demand, especially in the lower part of the county where the farms are large. 
 
6th There are no schools in this Division. At least three are needed, one at London Bridge, one at Baker Farm and one at the Court House -. The Freedmen in this County are a very industrious class and are generally doing well, they seem very anxious to learn the extent of their rights under the Reconstruction Act, and also to obtain an education to fit themselves to vote intelligently-. 

The only book of records kept is that of Endorsement and Memoranda. All the other records are kept by file. Suitable blank books are much needed. The assistant Sub Assistant Commissioner, Lieutenant Morton Havens is an officer of fair abilities and has, since his removal from the Wise Farm to the Court House, conducted affairs in a satisfactory manner.
