John. M. Barnes late Captain V.R.C. is an able officer, and his conduct of affairs shows in almost every particular the exercise of good judgment and sound discretion.

Division of Southampton Co.

1st. The general condition of the Freedmen is good, they are generally at work and mostly for a share of the crop. 

2nd. There is quite a good likelihood of Justice being done where blacks are interested against whites, especially since the passage of the Reconstruction Act. 

3rd. The Register of Marriages has been made, Circular 11. in other respects has been carried out.

4th. The Overseers of the poor have agreed to take care of their poor both black and white, and have erected a separate building especially for the Freedpeople. There are only seven or eight colored paupers in the poor house. In some cases aid has been given for the support of the outside poor. The means at the disposal of the Authorities is ample. 

5th. The supply of labor is not adequate to the demand, the farms being large and the Freedpeople generally preferring to take land to cultivate for a share of the crop.

6th. There is only one school in the County which has lately been established near Franklin Depot and is doing well. Preparations are being made for a  second, and three more are much needed, one at [[Ivor.?]], one at Jerusalem, and one at Newsom's Depot. 

There are no records kept in the office except a memorandum book and files of letters, orders &c. x Suitable
