General:
I have the honor to return herewith communication relative tot the burning of Quaker Schoolhouse in March 1866 at Suffolk Va., by T.H. Norfleet, and others, and in copy to you endorsement thereon of 23rd inst. would respectfully state that I have no copy of the Report called for therein.  My "Complaint Book" and "Letter Brief" were left in the Suffolk office, which give an outline of the case.

These men were released from prison by Bt Maj Stanhope, Post Comndr Norfolk; I received no official notice or intimation thereof, but learned it by seeing them at large, I notified the Asst Commissioner thereof.  In my opinion no case can now be made out against these men. The principal witnesses were two colored girls living at Norfleets near Somerton at the time of the burning.  To protect them from bodily harm, which they feared, I sent them to Capt. Flagg at Norfolk.  The Capt. subsequently informed me they were with a sister near Norfolk.  Information in
