I have the honor to submit for your consideration the case of Henry Portlock (Freedman), who was arrested by the Civil Authorities on the 4" January 1867 and committed to Jain in the City, charged with stealing a Hogshead valued at (75) Seventy five Cents, Small Pox being at that time prevalent in the City.  Portlock contracted the disease and was on 30" of January 1867 sent to the Small Pox hospital where he remained until April 5" 1867 when he was discharged convalescent.  He was immediately re-arrested by the Civil Authorities, and committed to the Jail of this City, and on April 25" 1867 he was tried for the Offence before the Corporation Court of the City, Judge
