You will upon receipt of this letter, assume charge of the payment of bounties to colored soldiers, sailors, &c, receipting in duplicate to Mr. Newton Tourtellotte Cashier Freedmen's Savings and Trust Co, for such monies and vouchers as he may have in his possession for this purpose, he having been directed to turn the same over to you. 

The Chief Disbursing Officer will confer with you on the subject.
