General:

I have the honor to report pursuant to Circular No 16 C.S. Hd Qrs Asst Com, State of Va, that I have furnished the Councils of the Cities of Norfolk and Portsmouth and the County of Norfolk with copies of G.O. No 50 C.S. Hd Qrs 1st Mil: Dist, and conferred with the several Boards of Overseers of the Poor in reference to the provisions to be made for the support of the poor under said General Orders. The City of Portsmouth and the County of Norfolk are both able and willing to take care of the poor properly chargable to them, and have, I think, ample accommodations for the same. The City of Norfolk is laboring under great financial embarrassment, but has expressed a willingness to take care of the poor, provided the number chargable upon them should not be too great. The accommodations at present are inadequate, the Old Alms House being already filled. I enclose herewith a list of the indigent colored people who were receiving support from the Bureau on the 20th of August 1867. when the issue of rations was discontinued, with their length of residence in reference to the laws of Virginia
