a more energetic man in that position.  It is believed that the farm under the management of Captain Jno De Pass the present able and energetic overseer can be made, the coming year to yield a good revenue to the Bureau.

[[left margin]] Old Folks Home [[/left margin]]

The Old Folks Home upon this farm is now in a very good condition but a great improvement would be made if the Hospital Ration could be issued to them instead of the destitute ration.  The one article of soap is especially needed for them.

It is respectfully recommended that if necessary to secure the Hospital Ration, the Old Folks Home be placed under the charge of Dr Lessing A.A. Surgeon of the Bureau in this Sub Dist, or that the worst cases be transferred to the Freedmens Hospital in Norfolk City and the remainder turned over to the Poor Authorities of the County.

The Asst Sub Asst Comr. in this Division Lieut. Ed. Murphy is an able and industrious Officer, and in addition to his Bureau & Registering duties is Military Commr for the Counties of Nansemond and Isle of Wight.  Since last report additional blank books having been received, the office records have been made complete are now kept strictly in accordance with the requirements of the Bureau Officers Manual.
