1st.  The general condition of the Freedpeople is good, at one time the bad weather threw many out of employment but now all are at work & prospering.

2nd.  There is much greater disposition than formerly to do justice to the colored people, where they are interested against whites, and the Civil Courts seem willing and even anxious for the Bureau Officer to be present at the trial of such cases

3rd.  The Marriage Register is nearly complete and the (4) paragraphs of Circular No 11, faithfully carried out.

4th.  The Civil Authorities are willing to take care of all the poor properly chargeable upon them, and have ample accommodations for them.  The number of col'd paupers, (aside from those in the Old Folks Home on the Wise Farm) is very small

5th.  The supply of and demand for labor are nearly equal.

6th.  There have never been any colored Schools in this Division, the only Schools in the county being those upon the Wise Farm, in the 1st. Division which are now enjoying a vacation.  A School house had been built at the Court House for which a teacher is needed.  There should also be a school house in the Pungo District and one at London Bridge.  The colored people in this Division manifest less interest in Schools than in any other part of the Sub District.
