The colored voters have a majority of about (58) Fifty eight The people of the county are represented by Lt Havens as being uncommonly temperate, The work of forming societies, however has not made much progress, on accout of the prevailing political excitement.

1st The general condition of the Freedmen is very good They are nearly all at work and doing well. mostly for wages, but some for share of crop.
2nd The impartial administration of justice seems to be considerably impeded by the fact that several of the magistrates are disfranchised and manifest for that reason a revengeful spirit towards the blacks. One of the magistrates in Isle of Wight Count Mr. Jno W. Shiriers, is now under bonds for his appearance before the Military Authorities to answer to a charge
