3rd The marriage Register is nearly complete and the requirements of the (4) four paragraphs of Circular no 11 faithfully carried out
4th The county authorities provide for all their poor both black and white. The accomodations are Somewhat Scanty but sufficient to provide for those at present chargeable upon the County for support. The Poor Farm, in Nansemond County is a large estate. but somewhat run down from want of proper care and attention.
5th The supply and demand for labor are about equal
6th There are at present only one School in operation in Nansemond Co. and one in Isle of Wight Co both doing well, There were (3) three others in operation, closing June 1st They will reopen about the middle of October Another School is much needed at Smithfield, Isle of Wight County There is no especial need for more Schools in other parts of this Division.

All the Freedmen entitled to register, so far as known have done so, The registration has has a tendency as a general thing, to make the whites show more regard for the interest of the blacks. The blacks have in Nansemond Co a majority of about (67) sixty seven, Capt. Jno. W. Barnes Agent of the Bureau was President of the Board of Registration in this county, In Isle of Wight Co, the whites have a small majority Brt. Col H.A. Hambright 29th U.S.I President of the Board of Registration
