4th Division Southampton Co Lieut A.G. Deacon V.R.C. Asst Sub Asst Commr

1st The general condition of the Freedmen in this Division is good. They are prospering, generally at work on  shares, many have already made contracts for another year.
2nd No instances have been reported in which injustice has been done to the Freedmen by the Civil Courts but there is evidently a change going on for the worse, and the prospects of justice in the future unless the officers of the law are changed is very dubious.
3rd There has been nothing done with the Register of Marriages, the four paragraphs of Circular no. 11. have been carried out in other respects
4th The county authorities are both willing and able to take care of their indigent Freedpeople and have been doing so for the past year. Funds & accommodation for the poor are both ample The Freedmen here as well as elsewhere are quite averse to going to the Poor house if they can possibly avoid it.
5th The supply of labor is not adequate to the demand and as a consequence many of the large farms in this county are but imperfectly cultivated
6th There is only one School in this Division, which is doing well, A school house is now being built, with the aid of the Bureau war Franklin Depot.
