Respectfully returned to Lieut Paul R. Hambrick S.A. Comr. Armstead Banks (cold) having left the city I am unable to give this case a thorough investigation  The complaint is sustained so far as the renting of the house and failure to satisfy the rent is concerned, but whether or not said Banks moved from the house by stealth, I am unable to determine. Banks' failure to pay the rent was caused by pecuniary embarrassment not by unwillingness.

The complaint of Mrs Rush does not mention the fact of her arbitrary proceedings in the premisis in which she unlawfully took posession of the defendants room and personal effects placing the same under lock and Key thereby ejecting him from the room and disposessing him of property which he Banks had every right to hold under laws of Virginia. Had not the Bureau interfered and secured the room and property to which Banks had a right it is easily to be seen who would have been the aggrieved party in this matter.
