General:-

I have the honor to call your attention to an act of gross disobedience of orders on the part of Bvt. Lt. Col. Jordan, Asst. Supt. at Farmville. In order to know when my Asst. Supts are at their Stations, I have by a Circular required them to report to me by letter on the day on which they leave their posts to take advantage of orders granting leaves of absence.

On the 3d inst. I forwarded to Col. Jordan by your approval, an order granting him leave of absence. with directions to report in compliance with that Circular, and also to report by letter on the day on which he returned to duty. Col Jordan entirely ignored these instructions. This is not the first time he has disobeyed orders.

I believe General you will agree with me that a Superintendent cannot discharge the duties pertaining to his office with credit to himself or satisfaction of the Assistant Commissioner, unless his Assistants promptly comply with reasonable and necessary orders; neither can I submit to have my orders contemned.
