wrote to Mr Richard Walker telling him if he did not respect the decision I should report it to my superior asking that the decision be enforced - early the following morning I started on "Leave of Absence" - Mr Walker came to see me on the 25th inst. as did Henry but found I had gone. Henry then obtained the assistance of one Jas. N. Kelly who claims to be an ex U.S. Soldier - the man Kelly went and demanded the horse as a US Soldier and stated that a detachment of the 8th Regular Inft was in Clarksville &c - the horse was given up by the son of Mr Walker.  Since my return the man Kelly has been tried, and held for further trial for felony, and as he is working land with the col'd Man Henry a gain will probably be proven against him. 

I denied the right of the civil authorities to decide regarding the horse, and placed him in the hands of the Col'd Man Henry Walker until I can receive instructions from higher authority as to who shall hold this horse - I can find no authority invested in Lieut Cullen to revoke the decisions of the Freedmens Court
