General,
I have the honor to call you attention to the necessity for having in this, and perhaps most of the other Districts of this State, a home for the old indigent colored people  I have numerous applications from persons of this class worn down by age and labor, for food and shelter; the former I can give them, but the latter I cannot, unless I send them to the Hospital which is not a proper place for simple paupers without disease  

The Surgeon in charge of the Hospital at Farmville, reported to me early last fall, the names of about thirty of this class of persons, who he had received
