I have the honor to request that a Bureau Comr or a Military Commission be convened in Lunenburg County Va. for the purpose of preserving law and order, and protecting the Freedmen of that County from the outrages and serious injustices from which they are at present suffering at the hands of the citizens of that County. And which I consider the present Civil Authorities either indisposed or incapable of remedying. Freedmen are beat and drove off the plantations without receiving any compensation for their services. Their houses are searched without any authority. Horses and property are taken from them by process of a pistol and threats of their life should they attempt to resist. They are deprived of their hard earned share of the Crops by the swindling and extortion of their more intelligent employers. And they cannot obtain redress from the Magistrates many of whom are parties to the cases brought before them for a hearing and who if induced by the Asst Supidt to take cognizance of a case will immediately dismiss it, or evade hearing it by pleading ignorance of the law in the matter in dispute.
