reference to the character and reputation of the citizens of this County. There are a few good citizens in it, who are peaceably disposed and who regret the condition of affairs exceedingly, but they are so few that they do not consider it advisable to express their opinions publicly. The Freedmen are continually coming to my office with complaints of their treatment, and hundreds more would come if they dared but are prevented by threats of dismissal and charges for lost time by their employers if they attempt to report their cases to me. I am prepared to substantiate all assertions made in this communication, and would respectfully invite attention to my previous reports of Lunenburg Co. for which I am personally and officially responsible.
