States that he has revoked the Circular of Apl 3.67 from that office, in compliance with com. of 11. [[?inst?]], but can not revoke the assertions made therein as to the lawlessness of certain gangs of citizens and the injustice and outrage perpetrated upon the freedmen, until a Court of Inquiry or an Inspecting Officer investigate the matter and report adversely to his Official Reports.
