I have the honor to acknowledge the receipt of your communication of April 11th 1867, referring to a misunderstanding on my part of S.O. No. 41 Hd Qrs Asst.  Com'sr C.S. 1867, and directing me to revoke the Circular from this office of April 3d 1867. This is therefore to inform you that I have revoked the aforesaid circular in compliance with your directions. But as to the assertions made in that Circular of the lawlessness of certain gangs of citizens, and of the injustices and outrages perpetuated upon the Freedmen of the County, I cannot officially retract them until a Court of Enquiry or an Inspecting Officer shall have investigated the matter, and reported adversely to my official reports.
